New connectivity servers

We've got two new servers.
ems17 is located in Switzerland. It only has a 10 Mbit/s connection to the Internet but is otherwise very well connected. It's a test balloon.
ems21 is located in Singapore. It's got 3 Mbit/s dedicated bandwidth but according to our tests there's more bandwidth available in some directions; we have found that there is at least twice as much via Tiscali. This probably doesn't sound like a lot but it's sure expensive enough in Singapore and we need to try the waters with this provider as well first. Once the provider has proven reliable and the need arises we can increase the bandwith.
