This is because of a significantly high level of bank card and credit card fraud reported to us that we believe has originated from Algeria and Côte d'Ivoire. Our servers have been used to trick location verification systems on merchant web sites -- while this is generally OK in our book it is NOT OK to use it for fraudulent activity, and our only real option was to lock out FreeFreedom users from these two countries on these particular servers.
